Director Pam Houfek and Doug Berger gave an update on the Professional Development Department.

Superintendent Lori White announced that on Saturday, March 28, 2009, 8:30 a.m., at Phillippi Shores Elementary, the district's first Parent University would be held.  There will be multiple concurrent sessions for parents.  The district hopes to make this an annual event.

Superintendent Lori White spoke about the passing of Mrs. Annie McElroy.  She taught in the Sarasota County School district for forty-one (41) years.  She taught at Phillippi Shores, Wilkinson, Booker Elementary and Englewood.  She was the last living member previously of the 1935 graduation class of Booker High.   Reminded in her service about the book that she wrote that was able to put in print some of the history of our local  Africian-American community including the history of Emma E. Booker (the name sake of Booker Elementary).  Mrs. Annie McElroy was a great model in terms of contribution to the education of our students in our community.

Board Chair Caroline Zucker recognized the (CYD) Community Youth Development students and their leader.  This is a group of students who go through training to become leaders in our community.  Part of their requirement is that they come to a Board meeting and observe how the School Board conducts its meeting.  After the meeting the Board will have a short session with the students and speak with the students regarding any questions the students may have.

8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF DISTRICT PROCEDURES FOR STUDENT ASSIGNMENT, OPEN ENROLLMENT, CONTROLLED CHOICE, NCLB AYP CHOICE WITH TRANSPORTATION AND REASSIGNMENT.
Description
School Board policy 5.20 states that "students may be permitted to attend a school in another residential attendance zone pursuant to guidelines adopted by the School Board.  Guidelines shall be issued annually."  These procedures have been updated to conform to current statute and regulations and serve to direct student placement decisions in the district.

Recommendation
That the procedures for Student Assignment, Open Enrollment, Controlled Choice, NCLB AYP Choice with Transportation and Reassignment be approved as presented.

10. CERTIFICATION OF EDUCATIONAL FACILITIES INVENTORY
Description
Chapter 1013, F.S., requires each School Board to certify that its educational facilities data within the Florida Inventory of School Houses is current and accurate.  The State Requirements for Educational Facilities (SREF) requires recertification by April 1 of each year.  The district's data has been updated by the Plan Room within Construction Services to reflect all changes made since the March 2008 certification.

Recommendation
That the School Board of Sarasota County certify that the district's educational facilities data is current and accurate.

GRANTS

11. APPROVAL OF THE K-12 ACCESS CONTROL GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR SAFETY AND SECURITY SERVICES
Description

DISCRETIONARY: Grant funds of $60,000 will provide software to integrate existing access control systems and support the district's school safety initiatives.



Recommendation
That the School Board of Sarasota County approve the K-12 Access Control grant application.

12. APPROVAL OF THE LESSONS FROM THE MASTERS PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA'S WELLER ARTS GRANT PROGRAM FOR BOOKER HIGH SCHOOL
Description
COMPETITIVE: Grant funds of $4,860 will be used to provide private music lessons to VPA Music students who cannot afford them.

EXPULSIONS

14. APPROVAL OF EXPULSION CASE NO. 09-283
Description

The student listed in Expulsion Case No. 09-283 violated School Board Policy 5.32, Zero Tolerance, Battery on School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 31, 2010.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-283 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session, and the entire 2009-2010 academic year.

Description

The student listed in Expulsion Case No. 09-288 violated School Board Policy 5.321, Possession of Weapons and Other Prohibited Articles.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2010.

Description

The student listed in Expulsion Case No. 08-334 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 28, 2008, the student listed in Expulsion Case No. 08-334 violated School Board Policy 5.34 (i)(d), Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 1, 2009.

Description

The student listed in Expulsion Case No. 08-447 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On August 4, 2008, the student listed in Expulsion Case No. 08-447 violated School Board Policy 5.322, Prohibition Against Use, Sale, or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 18, 2009.

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-447 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 Summer Session, until August 18 of the 2009-2010 academic year.

Description
A hearing was held on March 12, 2009, by a Hearing Officer appointed by the School Board to provide a recommended order for Expulsion Case No. 09-259.  His recommendation is presented for School Board action.  It is recommended that the student be expelled from the Sarasota County Schools until June 15, 2010.

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-259 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 Summer Session and the entire 2009-2010 academic year.

Description

The student listed in Expulsion Case No. 09-091 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 8, 2008, the student listed in Expulsion Case No. 09-091 violated School Board Policy 5.32, Zero Tolerance, Threat to School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 29, 2009.

MATERIALS MANAGEMENT

21. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation

22. APPROVAL AND/OR RATIFICATION OF THE FACILITIES SERVICES CHANGE ORDER(S)
Description
The Facilities Services Change Order(s) have been summarized on the enclosure for ease of review.  These change order(s) collectively total an increase of $1,834.96 in contract amounts.

CONSTRUCTION

23. APPROVAL OF BID FOR TOLEDO BLADE ELEMENTARY SCHOOL - RENOVATION PROJECT: COVERED WALKWAY
Description

There are three (3) acceptable manufacturers of covered walkways approved for installation in this school district.  All three (3) manufacturers were invited to bid.  Three (3) bids were opened on 2/26/2009.  Perfection Architectural Systems submitted a bid of $68,200.00.  The direct purchase of this equipment will save $4,142.00 in sales tax and will facilitate early delivery of the equipment to meet the construction schedule.  Funds for this project are available in the capital projects account.



Recommendation
That the bid submitted by Perfection Architectural Systems for the Toledo Blade Elementary School: Renovation Project - Covered Walkway, in the amount of $68,200.00, be approved as presented.

24. APPROVAL OF THE CONTRACT FOR CONSTRUCTION FOR THE NORTH PORT HIGH SCHOOL - EXPANDED DINING PROJECT
Description
Under the terms of the 11/18/2008 (Item #30) Board approved "Agreement between Owner and Construction Manager for Pre-Construction and Bidding Services", the Executive Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with McIntyre Elwell & Strammer General Contractors, Inc. for the North Port High School - Expanded Dining project.  This contract was negotiated on 2/20/2009.  The 11/18/2008 agreement included pre-construction and bidding services only.  This Contract for Construction allows for the actual construction of the project.  The scope includes construction of an addition of approximately 5,000 square feet, to be located on the east side of the existing dining room.  This project shall also include two (2) new serving lines.  The Guaranteed Maximum Price (GMP) of this contract is $895,312.00.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account.

Recommendation
That the Contract for Construction for the North Port High School - Expanded Dining project be approved as presented.

25. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES CHANGE ORDER(S)
Description
The Construction Services Change Order(s) have been summarized on the enclosure for ease of review.  These change order(s) collectively total a reduction of $699,152.00 in contract amounts.

Recommendation
That the Construction Services Change Order(s) be approved and/or ratified as presented.

FINANCE

26. APPROVAL OF THE RENEWAL OF PROPERTY INSURANCE EFFECTIVE MAY 1, 2009 THROUGH APRIL 30, 2010
Description

The district was presented with two (2) renewal options.  The first option attempted to duplicate the expiring program with a $70,000,000 insured loss limit and the second option offered a $55,000,000 insured loss limit with an annual premium near the expiring program.

Option #1 is the recommended renewal.  The renewal duplicates the current $70,000,000 loss limit, but with a total annual cost [premium + regulatory fees] of $3,390,805.  This is an increase of $714,253 over the expiring program.



Recommendation
That the property insurance renewal effective May 1, 2009 through April 30, 2010, which retains current loss limits, be approved as presented.

TRANSPORTATION

28. APPROVAL OF REQUEST TO PURCHASE TWENTY-TWO SCHOOL BUSES
Description

This purchase is a direct replacement of twenty (20) regular a/c school buses and two (2) a/c lift buses in accordance with the thirteen (13) year replacement cycle and approved in the 2008-2009 capital Transportation budget.

Replacement will be twenty-two (22) of the worst condition buses that have high mileage and nearing the point of possible costly repairs, with new buses that get better fuel mileage and contain the newest safety equipment that will benefit child safety.



Recommendation
That the purchase of twenty-two (22) new buses to replace twenty-two (22) buses on the scheduled thirteen (13) year replacement cycle be approved as presented.

Description

Academic Tutoring Services has had ongoing breach of contract issues which has contributed to the decision to terminate the contract. These are outlined in detail within the attached letter.
